Authorities could not have halted a neo-Nazi rally outside a state parliament, a top police officer has suggested while citing internal advice.

Deputy NSW Police Commissioner Peter McKenna gave evidence on the protest as he faced the Royal Commission into Anti-Semitism and Social Cohesion on Tuesday.
