Nigel Twiston-Davies has rapped a 'non-trier' punishment for one of his runners and vowed to appeal.
The trainer was fined £3,000 for schooling and conditioning Manimole in a mares' novices' hurdle at Ffos Las on Sunday.
Jockey Jordan Nailor was handed a 16-day ban, while the horse is prevented from competing for 40 days.
"We're appealing," said Twiston-Davies from Worcester, where he saddled impressive debut winner Idalko Bihoue (7-2).
"We feel very strongly about it. We weren't fiddling about, the horse was hanging, it's not our fault. It was very harsh and it will all come out in the wash."
On-course stewards at the Welsh track held an enquiry and claimed Nailor failed to ask his mount to obtain the best possible placing.
Manimole finished third, eight lengths behind the winner Ilovethenightlife, trained by Joe Tizzard.
Nailor told the stewards he asked the daughter of Sulamani for an effort on the final bend, after she had raced keenly.
He added that the newcomer, a 28-1 shot, was novicey at the obstacles and hung left up the straight.
"Nailor was suspended for 16 days and Nigel Twiston-Davies was fined £3,000 for schooling and conditioning the horse on the racecourse, in that Nailor failed to be seen to ask Manimole for real and substantial effort to obtain the best possible placing throughout the home straight, in particular after the final hurdle," the stewards' report read.
"Manimole was suspended from running in any race for 40 days."
