Andy Burnham’s move to bring bus services under public control ‘not unlawful’

Andy Burnham’s decision to reform bus services to bring them under public control in Greater Manchester was not unlawful, a High Court judge has found in a ruling against two bus companies.

In March 2021, the mayor of the region made the decision to implement the Greater Manchester Franchising Scheme after consultations and a recommendation from the Greater Manchester Combined Authority (GMCA).
