The Government has announced a series of cost-of-living payments throughout 2023 and 2024 that will help people cover basic expenses such as heating and lighting. On top of the DWP payments coming through this year there are also payments you may receive, or can claim, in February.
The payments you may be able to access now, according to CoventryLive, are:
Cold Weather Payment scheme
The cold weather payment scheme started in November and will run until March 31. If you are eligible, you will receive £25 for each seven-day period when temperatures drop below freezing in your area for a consecutive amount of days.
You can receive a Cold Weather Payment if you claim one of the following benefits:
- Income Support - (pensioner or disability premium, a child who is disabled, Child Tax Credit that includes a disability or severe disability element or a child under five living with you)
- Pension Credit
- Income-based Jobseeker's Allowance
- Income-related Employment and Support Allowance
- Universal Credit
- Support for Mortgage Interest

Energy discount payment:
The Energy Bills Supports Scheme gives millions of households across the country a £67 discount on their energy bills monthly. You can get up to £400 discount to help with your energy bills over winter and the money does not have to be paid back.
The discount is automatic and all households with a domestic electricity connection in England are eligible.
You will still get the discount if:
- your supplier goes bust
- you switch electricity supplier or move homes
- you change your payment method or tariff
- you're in arrears on your electricity bill payments
The scheme started in October 2022 and you will receive £67 in February and in March, but this scheme has not been extended so from April, you will have to pay the full payment of your energy bill.
Warm Home Discount Scheme:
Under the Warm Home Discount Scheme, you could get a one-off £150 off your electricity bill for winter 2022/2023 between October 2022 and March 2023.
You could also maybe get the discount off your gas bill instead if your supplier provides both your gas and electric, and you're eligible. The discount doesn't affect your Winter Fuel Payment or Cold Weather Payment, so contact your supplier to find out more information.
If you live in England and Wales, you can qualify for the Warm Home Discount Scheme if you:
- get the Guarantee Credit element of Pension Credit
- are on a low income and have high energy costs
If you use a pay-as-you-go or pre-pay electricity meter, your supplier can tell you how you'll get the discount if you're eligible, i.e. an voucher you use to top up the meter.
If you receive the Guarantee Credit element of Pension Credit, to qualify for the discount if on August 21 2011, all of the following applied if:
- your energy supplier is part of the scheme
- your name (or your partner’s) is on the bill
- you or your partner are getting the Guarantee Credit element of Pension Credit (even if you get Savings Credit as well)
In England and Wales, this is known as being in the 'core group 1' whereas in Scotland, it is the 'core group'.
At teh same time, people across the UK are to get cost-of-living payments worth up to £1,350 in 2023 and 2024. Millions of households on low incomes will receive fresh cost-of-living support from this spring, according to the Department for Work and Pensions (DWP), which has announced further details on the payments schedule.
The new £900 cash support for over eight million eligible means-tested benefits claimants, including people on Universal Credit, Pension Credit and tax credits, starts in the spring and will go directly to bank accounts in three payments, the DWP said. There will also be a separate £150 payment for more than six million people with disabilities and £300 for over eight million pensioners on top of their Winter Fuel Payments.
Exact payment windows will be announced closer to the time, the Government said, adding that payments will be spread to ensure consistent support throughout the year.
They will include a first cost-of-living payment of £301 made in spring 2023; a £150 disability payment during summer 2023; a £300 second cost-of-living payment in autumn 2003; a £300 pensioner payment during winter 2023/4; and a third cost-of-living payment of £299 made in spring 2024.
However, fuel poverty campaigners have argued that support for the most vulnerable people has not increased on what was announced last year.
Simon Francis, co-ordinator of the End Fuel Poverty Coalition, said: “This winter we have seen over nine million adults living in Dickensian conditions in cold damp homes.
“Yet despite energy bills increasing by 20% from April 2023, the support for the most vulnerable announced by the Government has not increased from last year.
“In fact, with the end of the Energy Bills Support Scheme looming, households will be worse off than they were this winter.
“The Government must go further to help the millions of homes in fuel poverty throughout 2023.
“This does mean more financial support, but also non-financial measures such as banning the forced transfer of households onto more expensive pre-payment meters.”
Work and Pensions Secretary Mel Stride said: “We are sticking by our promise to protect the most vulnerable and these payments, worth hundreds of pounds, will provide vital support next year for those on the lowest incomes.”
Chancellor Jeremy Hunt added: “I know these are tough times for families across the UK who are struggling to meet rising food and energy costs, driven by the aftershocks of Covid and Putin’s war in Ukraine.
“That’s why we’re putting a further £900 into the pockets of over eight million low-income households next year.
“These payments are on top of above-inflation increases to working-age benefits and the energy price guarantee, which is insulating millions from even higher global gas prices.
“Tackling inflation is this Government’s number one priority and is the only way to ease the strain of high prices, drive long-term economic growth and improve living standards for everyone.”

The Government said payments to those who are eligible will generally be automatic, so there will be no need to apply. People should watch out for scammers sending fake cost-of-living messages attempting to trick people into handing over their personal information.
Claimants who are eligible for any of the cost-of-living payments and receive tax credits, and no other means-tested benefits, will receive payment from HM Revenue and Customs (HMRC) shortly after DWP payments are issued. Benefits, including working-age benefits and the state pension, will rise in line with inflation from April 2023, ensuring they increase by over 10%.
April will also see the biggest ever cash rise to the National Living Wage, bringing it to £10.42 an hour, the Government said. The 2022 support package included a £650 cost-of-living payment for means-tested benefit claimants, split into two payments, plus payments for people with disabilities, and pensioners.
A £400 energy bill discount for households will continue to run through March. Recent research from accountancy giant PwC and credit app TotallyMoney indicated that 8.9 million adults are showing signs that their finances are teetering on the brink – meaning that they may need to use their overdraft to cover everyday spending and essentials such as the food shop.
They may also struggle to keep up with repayments on their borrowing in 2023. More information about the Government’s cost-of-living support and what is available is at helpforhouseholds.campaign.gov.uk.
Cost of Living Payment (means-tested benefits) - £900
More than eight million UK households claiming means-tested benefits will get £900 spread out over three payments.
Each installment will be a slightly different amount, with the first payment due to arrive in spring 2023.
£301 – first Cost of Living Payment – spring 2023
£300 – second Cost of Living Payment – autumn 2023
£299 – third Cost of Living Payment – spring 2024

Disability Cost of Living Payment – £150
Another payment worth £150 will be awarded to households claiming certain disability benefits.
This will be sent sometime in summer 2023 - again, no exact date has been announced yet.

Pensioner Cost of Living Payment – £300
Pensioners receiving a Winter Fuel Payment will also get another £300 on top of this through the Pensioner Cost of Living Payment.
The Winter Fuel Payment is worth up to £300, depending on your age and living situation - meaning some households will get up to £600.
The Government has said this payment will arrive in winter 2023. Winter Fuel Payments are normally paid in November and December.
The full eligibility criteria for the 2023/24 Winter Fuel Payments has not yet been announced.
