Winners of the the provincial finals will be first seeds, while the runners-up will be second seeds.

Mayo, Roscommon, Tyrone and Monaghan are the third seeds while Donegal, Cork, Kildare and 2022 Tailteann Cup winners Westmeath are the fourth seeds

Each team will play one game at home, one away and one at a neutral venue. The provincial winners and top seeds will have home advantage in round one against a third seed and the second seeds will be at home to the fourth seeds.

The four groups of four teams will play three games with only one team being eliminated from the All-Ireland series from each group.

The top team in each group will progress straight through to the All-Ireland SFC quarter-finals.

The teams finishing second and third in each group will go through to the preliminary quarter-finals. Those eight teams will play-off to produce four winners for the quarter-finals.

A similar format will be used for the Tailteann Cup, although only seven teams will progress to the preliminary quarter-finals where New York will enter the competition.

The four group winners go through to the quarter-finals. The runners-up and three of the best finishing third-placed teams progress to the preliminary quarter-finals.
