All three candidates running in the March 5, 2024, nonpartisan primary election for San Diego City Council District 9 — Incumbent Sean Elo-Rivera (nonpartisan), Fernando Garcia (nonpartisan), and Terry Hoskins (nonpartisan) — completed Ballotpedia’s Candidate Connection survey. These survey responses allow voters to hear directly from candidates about what motivates them to run for office.
Here are the candidates’ responses to the question: What are the main points you want voters to remember about your goals for your time in office?
Elo-Rivera:
- “I am committed to my ‘Housing For All’ plan and have prioritized making homes more affordable, providing tenants stability, banning discriminatory practices, and being unrelenting in advocating for the proven practices to address and reduce homelessness.
- I will take bold action to combat the climate crisis and ensure every San Diegan has access to clean air and water, quality parks, and safe streets.
- I will continue to support safety and justice for all San Diegans. This is rooted in the recognition that we all have different needs that should be honored. For some, emergency response is the top priority for safety while others are most concerned about their built environment or knowing that their basic needs are met.”
Garcia:
- “We need a leader who is willing to fight for neighborhoods, small businesses, and the safety of its citizens.
- As a small business owner, I understand the risks and rewards of turning an idea into reality
- Meet Fernando As a father, husband, and small business owner I have been committed to making his community a better place to live.”
Hoskins:
- “Priority one is public safety. … Property crime is not down; reporting the crimes is down.
- Priority two is preserving single-family neighborhoods. … Let us increase housing through realistic efforts that recognize density without infrastructure is a fundamental mistake in government. …
- … I will revitalize small business developments, which include small businesses in our diverse communities, especially along University Avenue. Collaboratively, we will increase small family businesses that are the bedrock of our District.”
