The ACT has recorded 661 new cases of COVID-19 after a spike in cases to 946 the previous day.
Three people are in intensive care but none require ventilation.
Wednesday's spike stemmed from a cluster of infections at residential halls at the Australian National University, with about 400 students testing positive.
On the same day, the territory surpassed the two-thirds threshold of booster doses for its 16 plus population.
Almost 80 per cent of five to 11-year-olds have now had at least one vaccine dose, while more than 98 per cent of the ACT's population over the age of 12 have had two doses.
The territory's indoor mask mandate is due to lift from 6pm on Friday but will remain in place for public transport along with high-risk settings such as hospitals, aged care facilities or prisons.
Masks will also be required for disability care workers and in-home aged care providers, as well as staff and visitors to schools and early childhood centres.
