Richard Foster reckons Aaron Ramsey hasn't been fit during his loan spell at Rangers - branding the Welshman a "failure".
The on-loan Juventus star missed a crucial spot kick in Wednesday night's Europa League Final penalty shootout defeat to Eintracht Frankfurt.
Ramsey has only featured sporadically for the Ibrox club due to injury despite being signed for the big occasions.
And Foster believes the January signing has ultimately turned out a flop for both parties.
The former Rangers and Aberdeen full-back told PLZ Soccer: "Remember I said on his day Aaron Ramsey is the best player in Scotland.
"I think he's been a failure. I think with the money he's cost I don't think he's done anywhere near enough.
"He came in with a high pedigree in his career. He's been a fantastic football player the clubs he's played for, fantastic player for Wales also but he's got no where near that.
"He's not fit. I don't know what the injury is but he just doesn't seem to be able to shake it off. He doesn't look like he's moving very comfortably even in the games he does play.
"Like I say we were laughing earlier, I said on paper he's the best player in Scotland if he performs but he's been so far away from that, he's not even the best player at Rangers. Not by a long shot this season."
Ramsey will have to pick himself up as Gio van Bronckhorst's men have another chance of silverware when they face Hearts at Hampden on Saturday.
And the clash could be the final game in light blue for many of this season's stars with Ramsey joining Allan McGregor, Connor Goldson, Leon Balogun and Steven Davis in having uncertain Ibrox futures.
But Foster believes there's a chance Rangers could let the emotions of the Frankfurt defeat get to them against Robbie Neilson's side.
He added: "They will want to win silverware. They will want to win the cup. I slightly disagree with Tam (McManus), I think they will be too dejected to pick themselves up for this final.
"Just seeing them after the game and seeing the fans and how dejected they were as they left the stadium, I just think it's going to take a monumental effort to get them up to match tempo and in the right mindset.
"Hearts looking at that must just be thinking 'lets go and bombard them in the first 20 minutes and see what happens' as I think that will be a key part of the game."
