Snapper season dispute tests Trump’s drive to loosen fishing rules and deregulate the seas

Miles from the coastline, Chris Kemp wrestled a fish 150 feet below, reeling and pumping until the 10-pound red snapper finally surfaced aboard the Jodie Lynn II.

But the moment of triumph was fleeting. As Kemp prepared to photograph his catch, the charter boat’s captain swiftly intervened, driving a specialized tool into the fish’s gas-filled bladder – a procedure mandated by federal law to enhance its survival chances post-release.
