DeCosta has made plenty of moves over his first few years as Baltimore’s general manager, putting the team in a position to win. He hasn’t been perfect, but no one is. He’s taken risks, made solid draft acquisitions both in-season and in the offseason, and has taken creative approaches to build his roster.
