Footage has emerged of Boris Johnson’s then press secretary Allegra Stratton laughing and joking with fellow Downing Street staff about a Christmas party, just days after Number 10’s alleged festive bash in December 2020.
Last week, a report inThe Mirror claimed that a party took place on December 18 – with claims that staff drank alcohol and exchanged Secret Santa gifts – when London was under Tier 3 restrictions.
Since then, the government has doubled down on its efforts to deny that the “event” ever took place and, even if it did, has claimed that all the Covid guidelines and restrictions were followed.
However, the new footage, which was leaked to ITV News, shows Stratton, who worked for the PM between November 2020 and April 2021, joking with adviser Ed Oldfield and other aides about the supposed “fictional” party.
Stratton is seen answering questions at a mock press conference on December 22 about a party the previous Friday – the date of the alleged Covid rule-breaking gathering.
Mr Oldfield can be heard asking Ms Stratton: “I’ve just seen reports on Twitter that there was a Downing Street Christmas party on Friday night, do you recognise those reports?”
Ms Stratton replied “I went home” before appearing to consider what the correct answer should be.
During the rehearsal, filmed as part of a subsequently-abandoned plan for Ms Stratton to lead televised press briefings, one aide is heard saying: “It wasn’t a party, it was cheese and wine.”
“Is cheese and wine all right? It was a business meeting,” Ms Stratton replied, to laughter in the room.
Ms Stratton then noted “this is recorded”, adding: “This fictional party was a business meeting … and it was not socially distanced.”

The Metropolitan Police have now confirmed that they will be looking into the leaked video in relation to “alleged breaches” of Covid regulations.
This new footage is likely to see Johnson face some tough questions over the supposed event as millions of others in London lived in isolation for the entire Christmas period.
On the morning media duties, the government chose not to send a minister, which was set to be Sajid Javid, to either BBC Breakfast or Good Morning Britain.
BBC Breakfast showed us an empty chair where a government minister would usually do an interview at 0735.

In reaction, Labour leader Keir Starmer said “we have a prime minister who’s socially distanced from the truth.”
People across the country followed the rules, even when that meant being separated from loved ones.
— Keir Starmer (@Keir_Starmer) December 7, 2021
They had a right to expect the government was doing the same.
To lie and to laugh about those lies is shameful.
We have a Prime Minister who’s socially distanced from the truth. https://t.co/h6t0mzHBRF
Labour’s deputy leader, Angela Rayner condemned the jokey nature of the video highlighting that “it isn’t funny” to the millions of people who spent last Christmas alone.
Thousands of families spent Christmas apart.
— Angela Rayner (@AngelaRayner) December 7, 2021
Thousands of families spent Christmas grieving loved ones.
Thousands of key workers spent Christmas Day on the frontline, saving lives.
This isn’t funny to any of them. https://t.co/uLgBWQsbNB
Piers Morgan, a fierce critic of the government’s handling of Covid, said that even by the prime minister’s standards this was “absolutely shameful.”
Boris Johnson is continuing to lie about last year’s illicit Christmas party at No10 - even when we’ve all now seen his own spokeswoman on video laughing about it & wondering how best to lie about it to the media.
— Piers Morgan (@piersmorgan) December 7, 2021
Even by his standards, this is absolutely shameful.
The wider response, from across the political spectrum, to this video was predictably one of absolute fury, with many pointing out that numerous members of the public have been prosecuted for breaking Covid restrictions while others had loved ones die during the pandemic.
Worse than Hancock or Barnard Castle. The Prime Minister allowed his staff to party in *Downing Street* as ordinary people were charged by police for gathering, as millions cancelled Christmas & some died without family to hold them. If true, this is a clear-cut resignation matter https://t.co/kCCVZDMeoB

your reminder that almost 2,000 people have been prosecuted at Westminster magistrates court for ignoring lockdowns, attending parties and breaking quarantine during this pandemic

It's time for Tory MPs to say who they stand with - their constituents who made enormous sacrifices or the Prime Minister who laughs at them for doing so.

Lot of people saying it’s amazing that after Bernard Castle government didn’t learn the lesson to stick to the rules… you kidding??
— Zoe Gardner (@ZoeJardiniere) December 7, 2021
They learned the lesson all right.
Learned that they could get away with it and they really could impose one rule on us & another for them.
Speaking as someone who knows as thing or two about not being funny, this is not funny at all. https://t.co/PDJysdJOIc

Remember the Scottish Tories demanded Nicola Sturgeon resign for not wearing a mask last year as walking out of a funeral and talking to a woman? That story ran for weeks and she apologised live on telly

They’re so grotesque. People weren’t able to hold the hands of loved ones as they died because of the #COVID19 restrictions. At the same time these awful, cynical people were partying, laughing about it, and now lying about a party they still pretend never happened. https://t.co/uIz7HlrETU

3 Tory MPs (2019 intake) after voting standing outside of the ‘smoking room’ (posh bar that Tories tend to frequent) watching the clip. Male Tory MP “we’ve been told to say there wasn’t any party… they’ve been having us telling lies for them….this looks bad, really bad…”. https://t.co/XMCvuehld9

Incredible.

They had a party.
They knew it broke the rules.
They joked about how to deceive us.
They knew they couldn’t say the Prime Minister condemned it.
Because he didn’t.
All while they cancelled Christmas for the rest of us. https://t.co/hyO2fP4etw
They're all laughing. And you know who they're laughing at, don't you?

What is really remarkable is that it must have been at some point shortly after this rehearsal that, for some intangible reason, they decided TV briefings were a bad idea after all. https://t.co/8jHgTFdKLI

On the day you partied, my mother called me, breathless and feverish. I didn’t visit. On the day you joked, she was admitted to hospital. I didn’t visit. As you celebrated Christmas, she died without family by her side. I promise you, it wasn’t funny. https://t.co/a8g9Slncej

But 5 days after the #downingstreetparty someone I loved passed away in hospital. We weren't with her because of Covid rules. I didn't get to say my final goodbye. I am angry. I'm hurt. I'm tired. https://t.co/wdp6OI4IXV
Some people had more creative ways of venting their anger, including Ant and Dec who mocked the PM on I’m A Celebrity...

To make matters worse, another report has emerged that former education secretary Gavin Williamson had also hosted a party around the same period – with some impressed that Williamson had at least managed to organise something...

Some couldn’t help but laugh at the fact that the video was recorded in the government’s very expensive press briefing room which hasn’t exactly lived up to the amount of money that they spent on it.
Amazing to think that Boris Johnson spent £2.6 million on this room for daily televised press briefings and the only clip we'll ever see from them is when his Press Secretary joked about when they all broke the law. pic.twitter.com/g0fdFMZd6y

This week, Downing Street has stuck to the claim that the party never happened, with a spokesperson telling ITV after the latest video emerged: “There was no Christmas party. Covid rules have been followed at all times.”
Then, during PMQs, Johnson apologised for the clip and said he was “furious” about it, before again denying any party had taken place. However, he said that he had ordered an investigation into claims staff broke lockdown rules.
Stratton, meanwhile, later resigned, saying she would “regret those remarks for the rest of my days”.
It remains to be seen what will happen next but it’s probably going to be another bumpy Christmas for the UK government.
