To determine the areas with the highest quality of life, GOBankingRates identified cities with livability indexes above 70 and analyzed each metro’s mean household income, average home value and annual cost of living. Each city’s property and violent crime rates also were sourced.

Property crime and violent crime data was sourced from the FBI’s 2024 Crime in the U.S. All cities in this list have a livability index of 70 or better, as sourced from AreaVibes. The cost-of-living indexes were sourced from Sperling’s BestPlaces. Average expenditure costs were sourced from the Bureau of Labor Statistics Consumer Expenditure Survey. The average home value was sourced from Zillow Home Value Index and the average mortgage was calculated using data from the Federal Reserve Economic Data. The mean household income was scored and weighted at 1.00, the monthly cost of living for necessities was scored and weighted at 1.00, the livability index was scored and weighted at 1.00, the property crime rate was scored and weighted at 1.00, and the violent crime rate was scored and weighted at 1.00. All the scores were summed and sorted to show the safest and richest cities in Arizona. All data is up to date as of Oct. 17, 2025.
