These 15 people have been banned from certain shops across Merseyside by police.
The offenders been been given Criminal Behaviour Orders for a range of reasons, including theft and anti-social behaviour. Because of their actions, Merseyside police have been granted the CBO against them by the courts.
Each person has been banned from a certain geographical area or specific shops including B&M, Home Bargains, Marks and Spencer and more. If they enter the restricted areas, outlined in their CBO, they could be arrested and face further punishment.
Criminal Behaviour Orders are used to target the most persistent offenders who won't stop committing crime and causing anti-social behaviour despite being brought before a court. It means that, on top of their sentence, the individual also faces additional restrictions that can last for an indefinite period if they are adults, or for up to three years for under 18s.

Here we've listed some of the most recent times a CBO has been granted by the courts. They include a man banned from Kirkby town centre after a series of thefts, a woman forbidden from the city centre after being caught thieving by security guards in Williamson Square and a man who must stay out of Edge Lane Retail Park.
David Anthony Wilson
David Anthony Wilson has been issued with a two-year ban for a string of shoplifting offences. The 34-year-old, of Cawthorne Avenue, Southdene, Kirkby, was issued the Criminal Behaviour Order (CBO) at Liverpool Magistrates Court this week, on June 6.
Under the order he is banned from entering two areas in Kirkby. They are Kirkby town centre, bounded by and including Webster Drive, from the junction with St Chad's Drive to Cherryfield Drive, Hall Lane, County Road and Irlam Drive.
The second area is Copple House Lane, Moor Lane, Hawksmoor Road including Aldi Shopping Complex, Alscot Avenue including Tesco Express on Glovers Brow in Kirkby. He won't be able to enter those areas until after June 2025.
Sean Daly
Sean Daly has been banned from entering two Liverpool districts. The 56-year-old , of Onslow Road, Kensington received the CBO for stealing alcohol from a number of shops over an "extensive period of time" and was seen drinking in a public place.
This year, on May 18, Sefton Magistrates Court heard that he would target stores including The Range on Edge Lane, Aldi store in St John’s Precinct, Marks and Spencer on Church Street, and Home Bargains on Audley Street.
Now the CBO prohibits him from entering Liverpool city centre and Edge Lane Retail Park. In the city centre, Daly is banned from entering the area bounded by and including Ranelagh Street, Lime Street, Hood Street, Whitechapel, Paradise Street and School Lane.
He is also prohibited from entering the area surrounding Edge Lane Retail Park, which is bounded by and including Edge Lane, Rathbone Road, Wavertree Avenue and Innovation Boulevard. His CBO will be in place until May 2028.
Sean Clamp
Sean Clamp is banned from every Tesco Express, Boots and Marks and Spencer store in Merseyside. In January 2022, he was handed a two-year criminal behaviour order by Wirral Magistrates' Court which prevented him from entering Bootle New Strand Shopping Centre and the surrounding area.
The order also banned him from any branches of Boots, the Co-op, Marks and Spencer, Tesco Express, Iceland and One Stop Shop within Merseyside.
Clamp has a staggering 111 previous convictions for 233 offences. He was jailed for five years in August after admitting robbery, attempted robbery and possession of a firearm with intent to commit an indictable offence.
Maxine Hunter
Maxine Hunter, of Lester Close, Everton, was stopped by security guards in Williamson Square in January this year, who found several items from different stores in her bag. She became aggressive while being detained and assaulted one of the security staff.
She was charged with theft from a shop and assault. She pleaded guilty to both offences. At Liverpool Magistrates' Court on March 20, she was issued with a community service order and a CBO which bans her from entering the city centre.
It prohibits her from entering the area bounded by and including Dale Street (Queensway) Water Street, The Strand, and including the junction with Liver Street on to Paradise Street to Hanover Street, Ranelagh Street, Renshaw Street, Copperas Hill, Lime Street, St George's Place, St John's Lane and Old Haymarket.
Alex Shirley
In October 2022, Alex Shirley was banned from Kirkby Town centre after being found guilty of a number of shoplifting offences in the area. Shirley, of Merewood, Southdene, was handed the CBO for two-years.
It means he will be committing an offence if he goes into the town centre including Irlam Drive and St Chad's Drive. The ban also prohibits him from visiting Webster Drive to Cherryfield Drive and Cherryfield Drive to Kirkby Bus Station. Norwich Way/War Memorial from Kirkby Bus Station, Cherryfield Drive to Hall Lane are all included in the order.
Community Policing Inspector David Morgan said: "Shirley’s shoplifting caused alarm and distress to many members of the public and shop staff. I hope this order brings good news for the retail businesses in Kirkby Town centre who were plagued by his continued offending."
David Trueman
In October 2022, serial shoplifter David Trueman was banned from entering Liverpool City Centre. Trueman, of no fixed address, was issued with the four-year ban following a campaign of anti-social behaviour and shoplifting.
The order means that Trueman is not allowed to enter the area bounded by and including Dale Street (Queensway), Moorfields up to and including the junction with Tithebarn Street, Bixteth Street, St Paul's Square, 43 Old Hall Street, parallel to New Quay and entrance to Capital NCP Car Park.
He's also not allowed to enter the area from New Quay to St George's Dock gates and then to The Strand, Liver Street, Paradise Street, Hanover Street, Ranelagh Street, Renshaw Street, Copperas Hill, Russell Street, Seymour Street, London Road, Lime Street, St George's Place, St John's Lane, Old Haymarket and Dale Street.
Anthony Hughes
Anthony Hughes, 33, has been jailed and banned from Kirkby town centre after a series of thefts. Hughes, of Northwood in Kirkby, was found guilty of committing what police called "prolific shop theft offences" that plagued the town centre for months and cost businesses in the area thousands of pounds.
Hughes was jailed for four months for the thefts. He also received eight months for an affray incident that took place last year in the area, bringing the total time he will spend in jail to 12 months.
Hughes has also been banned from Kirkby town centre, an area that includes the Shopping Parade, Kirkby bus station, Morrisons and McDonalds. He will be banned from the area until February 2025.
Ryan Kenny
Ryan Kenny was banned from Liverpool city centre by a court order in January this year after a spate of offending which also saw him sexually assault a young student, steal Toblerones from B&M and smash his way into Specsavers during a burglary. Despite this, he told a judge: "I'm going back to town whether you like it or not."
The CBO was handed to Kenny in January this year and will be in place for three years. Kenny admitted sexual assault, assault, theft and burglary. Appearing via video link to HMP Altcourse, he was jailed for 28 months and handed a criminal behaviour order banning him from the city centre for three years.
Kenny will also be required to sign the sex offenders' register for 10 years. Sentencing, Judge David Swinnerton said: "This sexual assault wasn't motivated by you being some sort of sexual predator. You are someone who was drunk and a nuisance."
Adam Murphy
Adam Murphy is banned from entering Liverpool city centre for two years after trying to break into a car. Murphy was given a two-year Criminal Behaviour Order in October 2022, after causing criminal damage to the vehicle in Cheapside.
The order means that the 30-year-old, from Leeds Street, will be breaking the law if he enters an area of Liverpool city centre, including Lime Street, part of the waterfront and near Chinatown.
The order granted prohibits him from entering: the area bounded by and including Dale Street (Queensway) up to and including the junction with Cheapside to Tithebarn Street, Moorfields, Water Street, The Strand, Strand Street, Liver Street, Paradise Street, Duke Street. It also includes: Upper Duke Street, Berry Street, Leece Street, Renshaw Street, Brownlow Hill, Copperas Hill, Russel Street, Seymour Street, London Road, Lime Street, St George's Place, St John's Lane and Old Haymarket.
Gary Blower
Gary Blower, who was named one of Liverpool's 'most prolific shoplifters', is banned from town. He was handed a three-year CBO in April this year.
The 52-year-old was issued with the CBO after he was caught stealing from Go Outdoors on Ranelagh Street. Officers said on February 22 he was spotted putting several t-shirts into a shopping bag and attempting to leave. When challenged by staff, he handed over two items before making off with the rest.
Blower, of no fixed address, was arrested and charged with theft. On Wednesday, April 5, he pleaded guilty at Liverpool Magistrates Court. The CBO prohibits him from entering the area bounded by and including Dale Street, Water Street, The Strand, Strand Street, Upper Duke Street, Hope Street, Mount Pleasant, Clarence Street, Russell Street, Seymour Street, London Road and Lime Street.
Arben Selemi
In July 2022, Arben Selemi was banned from entering Liverpool city centre for a total of two years. Selemi appeared before Sefton Magistrates Court following an application by the city centre's local policing team after Selemi's previous convictions for theft.
Merseyside Police confirmed to the ECHO that Selemi was recently convicted of the theft of an Adidas hooded top from the Footlocker store in Liverpool city centre. The CBO covers the areas in the below map from the Strand to London Road.
Liverpool's local policing team said the CBO was "good news" taking to social media, they wrote: "The City Centre Team will continue to work with and support businesses across the City."
Kenneth Cartwright
Kenneth Cartwright was handed a three year criminal behaviour order at court which will run until December 23, 2025. It means that police could arrest and jail the 36-year-old, of Falkner Street, Toxteth, if he visits areas such as Dale Street, The Strand and Duke Street and Liverpool ONE.
Cartwright attempted to steal from a parking meter in December 2022, causing damage that the council needs to repair. Police say it's estimated such offences create an estimated £100,000 of damage per year.
The full area he is not allowed to visit is bounded by and includes: Dale Street (Queensway) up to and including Water Street, The Strand, Strand Street, Liver Street; Paradise Street, Duke Street, Upper Duke Street, Berry Street, Leece Street, Renshaw Street, Brownlow Hill, Copperas Hill, Russel Street Seymour Street, London Road, Lime Street, St George's Place, St John's Lane and Old Haymarket.
Joseph Edward Cole
Joseph Edward Cole will not be able to visit the city centre for two years after being given a criminal behaviour order for theft in March this year. The 56-year-old, of Walton Lane, Anfield, pleaded guilty to theft from a shop after being caught stealing steak worth more than £180 from the Aldi store in St John’s Precinct on January 26.
The order prohibits him from entering a large area around the city centre. The area includes Dale Street (Queensway) up to and including Water Street, The Strand, Strand Street, Liver Street; Paradise Street, Duke Street, Upper Duke Street, Berry Street, Leece Street, Renshaw Street, Brownlow Hill, Copperas Hill, Russell Street, Seymour Street, London Road, Lime Street, St George's Place, St John's Lane and Old Haymarket.
Community policing sergeant Charles Cottier said: "Theft from businesses is not a victimless crime as it has a huge impact on the community in many ways such as the cost being passed on to the consumer. This Order demonstrates that we will not accept this kind of behaviour as the norm, and this ban prohibits him from entering Liverpool city centre which prevents him causing further misery to businesses."
Aaron Isherwood
Aaron Isherwood, 32, of no fixed abode, was issued the two-year Criminal Behaviour Order at Wirral Magistrates Court in January 2023. The order came after he was caught stealing from B&M in Clayton Square on January 9.
The order stops him from entering the area bound by and including Dale Street (Queensway) up to and including Water Street, The Strand, Strand Street, Liver Street; Paradise Street, Duke Street, Upper Duke Street, Berry Street, Leece Street, Renshaw Street, Brownlow Hill, Copperas Hill, Russel Street Seymour Street, London Road, Lime Street, St George's Place, St John's Lane and Old Haymarket.
Nicholas Brennan
In February this year, Nicholas Brennan has been issued with a Criminal Behaviour Order that prohibits him from touching any parking meters in the city after being convicted of theft. Brennan, 53 Years, of Fenwick Street in Liverpool city centre was given the order at Liverpool Magistrates Court on Tuesday, February 28.
Brennan was convicted of a recent theft from a parking meter in William Brown Street. The order stipulates that Brennan cannot touch or interfere with any parking meter anywhere in Liverpool for two years.
